"…aid does not merely go to corrupt governments, but actually has a corrupting influence on governments. Those governments whose principle revenue comes from taxation are inherently more accountable to their population. But without such accountability to domestic institutions, and with the checks and balances of foreign lending institutions spotty, at best, abysmal governance in corrupt governments is propped up by a virtually unlimited stream of cash."
